Robert began his career with the Pennsylvania Department of Environmental Protection.  He served in various capacities in Central Office and in the Regional Office and gained valuable knowledge and skills in the water quality sector focusing on the follow programs:  Municipal State Separate Waste Water Program (MS4), Clean Water Fund, Pennsylvania and Chesapeake Bay Regional Nutrient Trading Programs, Pennsylvanian National Pollution Discharge Elimination System permits, Pennsylvanian Water Obstruction and Encroachments permits, Consent Orders from the Environmental Protection Agency on correction of impaired waterways, Total Maximum Daily Loads (TMDL), the Chesapeake Bay TMDL, the Delaware River Watershed, the Mississippi Delta Watershed, the Great Lakes, the Federal Water Quality 404 Program, and Natural Resource Conservation Services non regulatory Farm Bills programs.  

Robert holds a Master’s degree in Business administration from Pennsylvania State University and a Bachelor’s degree in Political science from Syracuse University.
